The problem is, that in a high stress situation, muscle memory may initiate a reload after only 3 rounds, instead of keeping firing until the magazine is empty or until a suitable tactical opportunity occurs to reload a partially empty mag with a full one. Better to have random number of rounds in magazine, which simulates better an empty mag reload.

I can't remember the name of the book or its author...(it may have been in Grossman's "On Combat....", however the author cites a case study where a policeman, or a number of policemen had died during the course of a gun battle(s) and it was discovered after inspecting the police officer(s) revolver(s) that they found only five of the six rounds were chambered, and that a loose round would almost invariably be found in the dead officer(s) pocket.

This curiosity was resolved by examining the police officer(s) firearms training and it was found that the course of target engagement was in 5 round serials, with the spare bullet placed in the pocket, for simplification of scoring. The dead officer(s) training was so inculcated into the officer(s) muscle memory, that they effectively lowered their chances of survival by reducing their ready ammo capacity by about 16% and reloaded sooner than they needed to.

The moral of the story is, that if you are training for combat...train as you intend to fight, because you probably won't have the time to deliberate about what you will do, and any deeply ingrained inappropriate training will get higher instinctual priority than that which you will actually need to get the job done.

(Edit: I understand that the method of training police in combat shooting in that Department was altered by discontinuing the practice of removing a cartridge from the reloaded revolver and placing the loose round in the firer's pocket)

Two points (and you kind of address it already) but are they implying that the officers in that department can't count to 5 and would otherwise keep pulling the trigger until it stopped going bang? That's...disturbing at the very least.

Second is that this is a case in point where practice does NOT make perfect. Practice simply ingrains what you are practicing. Practice something incorrectly forever and you will be really good at doing it wrong. My dad was fond of saying "Practice doesn't make perfect, Perfect practice makes perfect." I hated it every, single, time he said it but it's true, harsh perhaps but true.
