I have seen issues arising in 10/22 's following some trigger jobs... if the hammer spring is too light you get an increase in misfires on less expensive rounds as may have harder primers...
My 10/22 mfr'd in the early '70s appears to feed better than my bro-in-law's late '90s version; mine feeds most everything w/o problems. I've heard several people mention Ruger's loosening of machining tolerances and lower quality components over the years.
I honed the trigger and sear contact surfaces on my 10-22, along with replacing the trigger spring (NOT the hammer spring!) with a lighter one. Makes a big difference! No more gritty 'lawyer trigger', now smooth and crisp. I simply cannot justify the cost of fancy titanium parts and the $300 custom trigger packs....... Other than this, my 10-22 is still in 'factory stock configuration'. It's the Wally World Specialmodel from the early 2000's - rifle-style stock and longer 22" stainless barrel. I did refinish the stock - that crappy Ruger 'finish' had to go - now I can actually see the woodgrain!
