The veterans interred paid the bill, The tax payer simply pays for the upkeep...

 

I think the intent was to point out that US soldiers died to defend France and that the US, and not France, pays for the upkeep. One of the few things I do not object to paying taxes for is to take care of soldiers, living or dead, healthy or harmed.

 

I can't remember which site it is overseas , but I heard a story of a small town beside one of our Soldiers graveyards , and the ladies of this town keep the site immaculately groomed , and place roses and wreaths at every grave at different times of the year . That's respect.
