All we have to do is look back at how they did water rationing in rome.
Water was shut off to the regular people so that the bath houses and fountains in the rich part of the city wouldn't get low.
So as far as anyone that can do anything about it is concerned there isn't really a water shortage, just a water inconvenience for some people, somewhere else.
By the time rich run low on water everyone else will be dieing of thirst.

Southern California can't build water desalination plants because they can't generate the electrical power to operate them.

 

Project Overview. The Claude "Bud" Lewis Carlsbad Desalination Plant is a 50 million gallon per day (56,000 acre-feet per year (AFY)) seawater desalination plant located adjacent to the Encina Power Station in Carlsbad, California. Started operation Dec, 2015.
