We had a track team bus roll about a month ago with 17 one board and not a single seat belt. Sent 5 to the hospital. About five years ago, same thing with a girls soccer team which killed two. Seems like happen once every year somewhere close.

Run the numbers, seatbelts cost too much to retrofit all the busses.
