Because in 1941, most Americans, especially minorities, owned few guns and little ammo and the use of firearms by Asians in self-defense would have only made a bad situation much worse.
Let me tell you a story about the history of this area in the days just after December 7,1941. The setting is a country store where a few men are gathered around a woodstove listening to the radio, reading the newspaper and talking about the war. A salesman, who happens to be Chinese, enters the store. One of the men looks up, sees an Asian face and goes ape shit crazy. He rushes the Chinaman, knocks him to the floor and precedes to frail away. Fortunately, he did more damage to the floor and his fists than he did to the Chinaman. The owner of the store had to drag the customer off of the salesman and all the while the customer was yelling about killing that damn Jap. Finally, they were able to calm the customer down enough to get him to understand that the "damn Jap" was actually Chinese, and that China was now our ally in the war against Japan. Luckily, the Chinese salesman wasn't badly hurt, the customer apologized, and that was that...remember this was in the days just after December 7, 1941. If the salesman had defended himself things could have gone very badly for him, and nobody was going to be arrested nor stand trial for anything...remember this was in the days just after December 7, 1941.
Yes, the whole situation was sad and could have been handled better, or it could have been much, much worse. The Japanese Americans lost everything when they went into those camps and emerged with little more than the clothes on their backs, but with hard work and education they have overcome and prospered. It didn't hurt that the Japanese American 442nd Regimental Combat Team was one of the most decorated units in WW2. I'm just glad that they lived through the experience.
We can talk about the 'Trails of Tears' (there were several) later, which could have been handled better by BOTH sides!

That's what I tell people, but everyone thinks they are special! Arab slave traders operated in Africa well into the 20th Century, and a few Arab countries didn't free their slaves until the 1960s! There are still millions of slaves in the world today, but nobody cares about them as long as they can have sex with exotic women and buy cheap shit made in sweatshops around the world!
By the way Juneteenth is a made-up holiday, as the 13th Amendment to the US Constitution wasn't ratified until December 6, 1865, so in June of 1865 slavery was still legal in the United States!
