It depends on who raised them , and their training . By 10 yrs old , I was shooting dragon flies at 30-50 ft with a Daisy BB gun . I used to love when my Uncle came around,, I loved shooting beer cans with his 357 . Grandpa would send me out in the swamps with, a 410 , or 22 long rifle for rabbits and squirrels.
But ,, in reality,, to your question,, a 10 yr old can be taught the marksmanship,, but may lack the discipline and speed of recognizing the threat of a deranged shooter.
