Front row is easy. Left to Right - General Dwight Eisenhower, General George Patton, and President Harry S. Truman.
Second row, Left To Right - Just visible over Eisenhower's shoulder is Major General Floyd Parks, Commanding General Berlin area. Over Patton's shoulder with hat and glasses is Assistant Secretary of War H. H. Bundy, and just over Truman's shoulder is his Naval Aide Captain James Vardaman.

My identifications were made from a number of other photo's taken that day in less formal settings when the attendees were milling around waiting for things to get set up. A good exercise in old school research within the photos of the Harry S. Truman Library & Museum. They all appear to have been taken by a single cameraman more than seventy-eight years ago at U. S. Group Control Council Headquarters in Berlin, Germany where the first American flag was raised over the headquarters (Flag of Liberation). My search took about ten minutes... but the Secret Service claims there's no camera footage from the White House a month ago to identify who brought in a bag of cocaine.
