As clever as Nikola Tesla was, the aphorism is a false dichotomy.

Conformists or non-conformists....antisocial behaviour is but one of many traits of both the intelligent and the unintelligent....the nature of anti-social behaviour tends to manifest itself somewhat differently between those in the different spectra of intelligence and conformity though.

Nikola doesn't really leave unintelligence and non-conformism off the hook as far as anti-social behaviour is concerned...he just fails to acknowledge it.
