Your best story, now that the world has seen how Puerto Rico handled their latest storm, is that you wanted to be more self sufficient, and less sufficient on any government.....and couldn't afford to do it in the western nations, as easily as you could there, in Cambodia. Mix enough truth in there, that it's not only feasible, but easily believable.
