Strictly hypothetical: Stay away from Social Security numbers and taxation with any alternative identities. This means, no bank account, no payroll job, no credit. It's not hard getting a drivers license in some States if you know how to do it. It's also not hard appropriating a birth certificate and making it into your own, even the President of The United States has one.

The concept of alternative identities is simple --to grant the user a license to drive and function normally, during a time when evasion is necessary. It's no longer easy to simply create a complete identity with all the trimmings, unless you have some really solid connections on the black market and a lot of cash.
