Can she be THAT stupid?

Here in sunny Florida, the ACT scores came out, and it seems half the students did NOT pass it. So next time, it will be redone to allow more to pass...... hm..... not getting the point are they? Better to improve the education than to dumb down the tests to improve passing percentages.
And they wonder why Americans are losing out to foreign students.
