My buddy Rick is up there now as a diver cutting up the steel. He says they were told to have the shipping lanes open in two weeks, and he said that isn't a problem once they finish stopping work to do searches for bodies. He also said there are some "Hella" currents during tide change. Rick is a tower climber who is trained as an underwater welder. He leaves the tower crew when there are jobs in the underwater world to be had and makes $100-$150 an hour diving plus expenses. Another career I should have pursued.

If the crew were deficient in competently and safely operating their vessel, what makes you think that employing them as convict labour to repair the bridge to be a good idea?
There's plenty of shitty jobs on a bridge building project, like being at the bottom of a Coffey damn digging a hole, painting, running a grinder, sand blasting, putting fuel in equipment, directing construction traffic, babysitting a tag line, any concrete work. I didn't mean have them run a crane, operating any heavy equipment, welding/cutting or doing something important like torquing bolts, testing concrete, ect.
Other bridges have protection to prevent this from happening. apparently, the incompetence is long range.
Even the unskilled shitty jobs require commitment to quality and indeed commitment to work... Although you may have Cool Hand Luke in mind, I would suggest that you read 'One Day In The Life of Ivan Denisovich' by Aleksandr Solzenitsyn, and study the words tufta and sabotage. You and others may not be so enthusiastic to drive over a bridge built with the slave labour of those who allegedly destroyed it the first time negligently.
If the work is unlikely to be done right, why bother suggesting it as an option? That said, doing something productive, or at least avoiding the tedium of prison routine by pretending to do something productive is unlikely to justify the cost of corrections supervision of such labouring efforts....
$40/hr for seven 12 hour shifts a week and appropriate overtime and double time doing fire watch, hole watch, general pick up, and tag lining? You'd never get rid of them.
