I'm going to say it was a high school drama level fraud.

the police have at least an implied right in my mind to expect that those blocking their movements are not senile and have at least some mobility. I have balance issues and do not willingly go into crowds for any reason, as if I am shoved or forced to move quickly, I may fall down and have a hard time getting up.
