Poor people who breed for a living and depend on the government (obviously vote dem) probably can't adapt and usually dont have more than 2 days worth of food on hand ain't going to make it.
The wealthy who inherited their money, rather than created their wealth by hard work and canny business acumen are probably not going to fare all that well either....once their servants leave them and they are left to fend for themselves....though they might get by as well dressed pimps and hookers I suppose.

If there's one thing I've learned from playing RDR2 Online, it's to never assume the goofy dude grinning and waving at you is stupid and harmless. More often than not he's wicked fast with headshots and I revive to find he killed my horse, stole all my pelts, and left me hungry and half naked in Murfree Brood country.
