    I think they are using the importation part to restrict it to civvys.
    I wonder how many US manufacturers of force on force training ammo exist. I'm sure there has to be at least a few if not .. this looks like an opportunity to increase their market share.

    I don't understand...this is training ammo so why would they ban training ammo?

    I'm sure "the government" will still be allowed to buy it.
    I bet the framers of the constitution would have loved the idea of being able to point realistic feel and functional weapons at each other, practice shooting each other with these realistic weapons and not dieing. Definitely Falls under what "well regulatied" meant at the time.
