Definitely looks to be a buckle. I tried all sorts of search tricks and can't pin it down further. For all I know it could say "Insert loose end into buckle until it clicks, pull strap to tighten and secure belt low across the hips."
Kinda small to be a belt buckle, maybe a purse strap adjuster, or something else! Can't decipher the script, but it does repeat it's self three times! Looks North African though!
