Perfectly normal. We do the same to them, air, surface and submarine. They know it, we know it, no one blinks. Not new news; it's been going on since the 50s. Read "Blind Man's Bluff" by Susan Sonntag for a run down of some things that didn't go quite according to plan here and there. The technology has changed, and to an extent so have some of the tricks of the trade, but the trade continues. (Yes, full power active sonar hurts your ears.)
