they are easily replaced, many places sell replacement spouts and vents that can be added. I do this to almost all of my gas cans, sure does help.
If you can't find one of the old style spouts you can always gut the insides out of the new type. Then get a self tapping decking screw with the rubber washer. Screw that into the back side of the can. Remove it and you have a vented can. Screw it back in and it won't leak fuel. I've done this a couple of times.
