It has to be said that the WK'N' bullcrap story wasn't even comprehended accurately in the OP...the fake story posted by West Cook 'News', described a "race based grading system"...there was no mention of evaluating "intelligence level" (of any student of any colour) at all. I am inclined to think, that in the context of the WK'N' story, the "Stupid by colours" is probably 'white'.
It is interesting to browse through the references listed in the power point slide below copied from the Oak Park and River Forest High School's school board presentation...and inserted into the West Cook 'News' article referenced in the OP. SM readers, if they could be bothered, will note that there is no mention in any of those references of biasing students grades for, or against any racial or ethnic group in the student population, let alone on the basis of skin tone. In that sense, it would seem that the Oak Park and River Forest High School is in good hands with its teaching staff and its supervising school board with regards to the equitable grading of its students at that school. Yeah they had something similar in my neck of the woods. There was a story that they were implementing 'equity' where all the white kids had to apologize to the black kids and they were prioritized based on skin color. some were grouped as oppressors while other kids oppressed. The school came out and "disproved" the whole story by issuing a statement and press release to the local paper. Come to find out that my kids were in one of these programs for brainwashing and told not to tell me or their mother about what was going on. Shortly after that I ran into one of the teachers from the school who said that ALL staff were told that they would be fired if they mentioned any of this to press, media, or even their own families. The program is still fully operational and nothing any one does or says seems to be making a difference.

Destroying the public education system is bad how? It would save a ton of tax money uselessly wasted on teachers that don’t teach, it would force parents to educate their own children (homeschooling) and yes there would be downsides as well but getting rid of public education would not (as of today) be one of them.
They pulled this horseshit here in Oregon when our Gov'ness decided students didn't need to learn math or spellin! It's official policy now, Math and Spelling are racist!!! Some of that policy was to strip the fed power over the schools with their "No Child Left Behind" policy first under the Clintoons and later the Obummers! I agree in large part that holding all students to minimum standards isn't bad ( as long as those standards are uniform and equal) but under The Clintoons, schools were forced to "Cheat" the scores to meet the standards instead of addressing the problems those policies made! When you have a state like OryGun with it's very diverse student population, minimums goes out the windows and you gotta do something else, sadly, the party in power hasn't listened to We the People and corrected it's self, instead, we doubled down on stupid and here we are now, and we call it racist! I my self was a victim of this, being "Different" was just enough to be a problem that couldn't be solved because the schools and teachers were so god damn ridigid in what and how they taught and expected me to learn, boy did I show them teachin ladies! Point is, when there is no room to flex, there will always be failure!

The Idea that holding American Students to the same standards as Asian or European was a BAD idea, and would only ever lead to failure! American schools and the expectations don't jive with how any other nations does things, it's a cultural thing, and completely incompatible! The Notion that some how American kids need/should compete with Asia or Europe was bullshit right from the get go, American Kids don't need to compete with anyone for any reason, we do things our own unique way and it works for us just fine! There is a reason America is the most powerful nation on earth, and it starts with NOT complying with any set of norms or expectations, nor expecting us to compete with any one for any reason! The rest of the word may not like it, but that's tough!
