    So, a bit of a night mare here in my A.O. It seems our Gov'ness has slipped some sneaky bullshit orders to the Oregon State Police about slow walking Back Ground Checks for Firearms purchases, and they are now (Illegally) randomly canceling applications. I went to purchase a nice collector Winchester Lever gun 2 weeks ago, submitted my Concealed Carry License ( which usually clears instantly) and was told that the State no longer clears license holders ahead of any one else! They are also only processing around 400 4473's per day, instead of roughly the 1800+ that they normally do! This is completely unacceptable, a Right Delayed is a Right Denied! So far, this little adventure has cost me 80 miles of driving to do the first 4473, then went to the back of the line @#1700 or so, had to wait 7 days only to have the application Cancelled! This never happens, the State is only supposed to have 3 options, Denied, Delayed, or Proceed, W.T.F, Over!!!! So, today, I had to drive another 80 miles back to the FFL to start the whole process all over again, and now i'm back at the beginning at the back of the line, again, around 1700 ahead of me! I never have been delayed o denied, and every time I have done a 4473, I clear instantly! So, what can a feller do? I'm going to reach out to my County Sheriff and demand he look into this ( He is the county issue for the CHL) and go from there, he needs to know the State is violating the law, but I don't know what he can do about it! To say im extremely pissed off would be the understatement of the century, I'm absolutely livid, seeing red mist, about to explode with anger!

    Any ideas? I don't want to spend a bunch of money to sue the state, and/or the Gov'ness, and short of that, I don't know what else can be done!

    Get Oregon Carry to sue them ALL, in Federal District Court for Violation of Federal and State Statutes and add you as a Co-Plaintive in behalf of all those on the waiting list…

    We have the same shit going on up North here in WA.

    "Heads up Washington - last night we were informed that the state has installed a new background check system for Law Enforcement Agencies to perform background checks for handguns and semi automatic rifles. It was supposed to be a ONE day installation cycle. We are quickly approaching a week where LE agencies have been totally UNABLE to process CPLs OR firearms checks.
    This is the precursor to the State's new Single Point of Contact system that is supposed to be in place next year. This means that dealer will no longer do ANY NICS background checks at all and we'll be completely dependent on the state's system. So far, the states IT track record is abysmal.
    A new DOL system a few years ago was an epic failure, didn't work and cost way more than it was supposed to. The State's Firearm Transfer system currently managed by the DOL is as stable as Lindsay Lohan and Charlie Sheen on a double date at Pablo Escobar's place. For every ONE application we try to submit, we have to crash the system 2-3 times before it accepts the submission.
    How did the State Unemployment office handle their IT issue with pandemic funding? They opened the flood gates to fraud and lost hundreds of millions of dollars. Anyone fired over that? Anyone promoted over that? (yup)
    The DOL was tasked with developing a new system under 1639. They reached out to dealers for comments and feedback. We spent 3 hours with the DOL project team at our shop, discussing stability, efficiency, technology interface and security. They at least engaged the commercial market and wanted to service their clientele, you, the Washington citizens.
    Under SB 2467 the single point of contact system was passed in the 2020 legislative session. They have a panel of 6 advisors, including one FFL and a citizen at large. The FFL selected has not reached out to any other FFL's that I'm aware of. I believe she is a buyer for a Big Box retailer, and not a shop operator. I was asked to join the States advisory board by several organizations, but was not selected. Perhaps that was a wise decision because I would have expected accountability, pushed for a system that was reliable, efficient and provided the fastest possible service for Washington citizens and the lowest amount of hassle for the FFLs.
    I have shared this information with several state legislators, the NSSF, NRA and SAF. I will be testifying in a Senate Law and Justice meeting this Wednesday and will aggressively highlight this topic. Sharing the facts of the issue, how it can impact citizens rights, and endanger the safety and civil rights of Washingtonians.
    So, if checks are taking longer than normal, now you know why. I'm sure its temporary, but the precedent set is a big one.

    When you testify @Yard Dart please remind them that Gotlib lives in Bellview, and if they don’t get this system Right, On Time, On Budget, and with No Delays and screwups, he is likely to Sue the Pants off the DOL… and a whole lot of VOTERS are going to be very Ticked Off across the State by the next Election…

    Yes, my FFL is holding the rifle, I paid for it in cash and got a sales receipt, he is not charging me any additional fee's or anything else! He will continue to hold it until it clears, or it gets canceled, at which time, he will release the rifle to me as provided by the law! Note, this FFL is also a police officer who does the FFL thing on the side for extra income and he knows me and knows I have a clean record, so there is no risk to him giving my my rifle, and he will stand up the OSP should they get nasty about it!

    Your best option at this point is to verify and document as many instances of being delayed or denied by as many people as possible. The most effective lawsuit in this instance is a "class action" lawsuit. Trying to individually sue the goberment is a losing proposition unless your are Bill Gates wealthy and even then the state can out spend even him.

    Time to start building your own.
    California has already tried and fail to to launch a denial of service attack against the national instant background check system and failed.
    The next logical step is to build your own state instant background check that is designed to fail starting on day 0.

    The above folks will not be living out of their car, anymore… Once convicted on Federal Felony charges, they will both have “Three Hots and a Cot” for Likely 25-30 years in Federal Prison… Couldn’t happen to a nice couple of folks…

    I bet they will plea deal for 10 years-8 suspended.

    In my experience, they probably bought the guns for their drug dealer and the $100 profit was smoked up in a crack pipe.
    The sob story excuses "We lost our job, we're homeless, mom has cancer....." are just ways to try and mitigate their crimes. Most likely they were spiraling down this path already.

    Went from 1700+ to 1256, seems that even with the gun show this weekend, things might be moving, but not holding my breath! This is such bullshit!

    Just be glad you don't live in Illinois. FOID card change of address filed/ paid 13 months ago.still waiting. CCP filed/paid 13months ago, still waiting. You can't buy guns or ammo in Illinois without a valid FOID card,( firearmes owner identifcation) card. This is all being held up under the the excuse of "COVID". It's total bull shit!!!

    Still waiting, currently #386, the O.S.P. only managed to do around 100 through all of yesterday! This is now 3 weeks to the day, and still no proceed! Had a meeting with my county Sheriff and filed a formal complaint, and he is invistagating this with gusto! We're meeting again Monday to update things, assuming I clear today or tomorrow! This is beyond exasperating for me, and should be very concerning to everyone! I'm going to file formal complaints with the gun rights orgs, fire up as much hullablalue as I can stir up!

    Sounds like a clear violation of the Second Amendment. SAF should be all over it. That won't help your delay much. Could you at least have it transferred to a local FFL that would hold it until your paperwork cleared? At least that would save you some drive time.

    I don't see Oregon mentioned in their current list of lawsuits. Might want to let them know of your situation. The other residents of Oregon may be perfectly happy with the situation.
