    I could fill in a whole ssn;
    inside my browser [chrome-based]
    and in several pdf apps on desktop after downloading...

    I believe the dashes in an ssn are illegal characters, try just typing in the 9 digits without dashes...

    Also, I did notice that the 'official' adobe pdfviewer would not let me safe a copy, only printing is allowed, but I use a 'print to pdf' or 'print to file' function...
    that is standard in alot of .gov pdfs, mostly to prevent fools from leaving around copys of their ssn's, to be lost/stolen/floating about the interwebs...

    I tried it in more than one way. "I believe the dashes in an ssn are illegal characters, try just typing in the 9 digits without dashes..."
    In my case it just locked up after the first 3 digits.

    Any way you cut it you should not have to tip toe on a PDF.

    Someone needs to preview PDFs on .gov.com as there are others that also have glitches of the same manner.

    It's hell to send a Vet to a site and then have it lock up. Each time you loose a bit of trust in those seeking help, after all, more likely than not , they have been shuffled from many callers and never get the help they need, Many do not use the web for filling out documents. but often that is their only choice,

    I can manipulate the Pdf by down loading into my Office Suite Pdf program, type in the first 3 digits, hit space bar and then continue on as normal.
    But this just proves some one missed or messed with the Pdf format.

    Seriously tho, I once had that same issue on that same form sf180 tho I believe the website was a .va.gov
    And the VA is chalk full of those flawed pdfs. I had always thought that it was my lack of owning a fully licensed Adobe acrobat program, and I couldn't afford that.
    My fixes [2 ea.] were;
    Use the pc at the library, they pay for a full adobe pdf license, or
    Sleep under the bridge closest to the VA, rise early and harrass the VA employees till one of them typed up the forms for me... and no, I'm not kidding, I'm nominating you!
    Can I get a second on the motion???

    Sorry no,my Dog says I spend too much time working claims much less messing with VA,gov links..

    BTW my wife is my typist as Agent Orange conditions have reduced my hands to clubs, no sensation or way to know where my figures are.
