Sounds about as useful as a municipal spray field. At least you can plant cotton on those fields. Oh, but it gets better. You have to pay taxes on the property you can't use. Are the neighboring properties on the market? I've seen local government trying to buy up areas so they can change the zoning and repurpose them.

I would park down the road someplace legal, walk to the property with a large "For Sale By Owner" sign, hammer it in and sell the property. Access is only the first ring of what is clearly going to be a multi-ring circus to actually use your own property. Use the money to buy somewhere the weenies haven't gotten their hooks buried quite as deep yet.

Right? In my case I called the bank I've used for 23 years and told them I needed to start paying the mortgage. They said I can't pay the mortgage until I have title. Ok, that will take months until the idiots in the courts complete the estate, etc... and it will surely go into default. As soon as that actually happened, the lawyer told me that if I didn't want the property to go into default I should have arranged to pay the mortgage. Aaarggh....
I'd pour about 15ft. of concrete up against that curb and round it off down to about 2'' thick at the base, The water will flow around the new cement, The council will jump about 10 feet high. You may end up being the guy in the armored bulldozer knocking down town hall? Don't be that guy...lol
