Local clerks contract for their own ballots to be printed. DHS isn't involved, at least in my AO.

Misinformation is the art of manipulation of uninformed to get them to do what you want them to.

This is what I pretty much expected to be the case. could not figure out any rational way that could have been the case given each state individually contracts the printing of ballots.
