Wounded Knee was a consequence of President Harrison's Indian pacification and sequestration program. Suppression of the American Indian's 'Ghost Dancer' movement was just the blue touch paper that he lit....a clear violation of the US Constitution's First Amendment's religious freedoms clauses....except that at that time American Indians were non-citizens. So yes, the buck does stop with Harrison....the Army was just the blunt instrument of his administration's domestic policies with regard to the American Indians.
