Welcome aboard @Northern california There have been numerous proposals like yours that have come along over the years. If any of them have attracted interest, it has not showed up. You might possibly expect private messages from interested people, but considering OPSEC, I wouldn't count on it. Good luck.
Not trying to be an antiCali guy, but ignoringvall else, you'd be likely to find better land prices in a bordering state. More "bang for your buck"!
Also the West Coast trend is less freedom more tyranny. I'd avoid those states. Eventually you will get government push back for being off grid and depriving them of revenue. NorCal is freaking awesome, but won't move there until it's part of Jefferson State.
Actually land in Northern California is quite reasonable. I just saw 20 acres for $37,500 and it was near a lake but no huge town nearby. NoCal does get rainfall that would be great for grown. Good luck @Northern california obtaining your dream. When you say off-grid community, how big of a community are you wanting?
I was looking at land near Weed CA at about $800 per acre - not much different from comparable land in adjacent states - I have looked at most states in the west up to 10 families / individuals - maybe 600 to 800 acres total
