The privately owned IRS is based and headquartered in Puerto Rico. This is also not to be confused with the "Internal Revenue" trust, created sometime prior to 1940 and is yet another money laundering scheme and part of the whole obfuscated process of creating a completely illegal branch of government out of thin air. The private corporate elite aren't going to give up Puerto Rico, and if anything "official" ever transpires making it another "State", it will only be for political reasons, as financially, it's entirely owned and controlled through private hands. And just so there's no confusion, "State" means the District of Columbia, U.S. Virgin Islands, Guam, Northern Mariana Islands, Puerto Rico, territories, and insular possessions.
