I think this study is probably BS. I doubt they really know what toxic levels are for these birds (they would have to do a double blind study on actual condors, in which some would die). Turkey vultures seem to do really well in the rest of the country.
I think you are on the right track. The next thing coming is a steep ammunition tax for Condor relief. Knowing the Californian's they will put some environmental charge on top of the tax....good times.
