That's a loaded question. It's a personal thing. Sorta like when do you lock and load. When do I make my first pass. To vote or not to vote. Which rifle is best. . I occasionally fly mine upside down due to recent events in Washington DC. My neighbors have ceased asking about it. Now they know what it means to me and why. . I have two or three other flags I can run up the flagpole (an old sailboat mast) as well. If I were in full out rant, and wanna fight government mode they would be flown top to bottom as follows. My US Navy flag with gold fringe, My Gadsen, Don't Tread On Me, Flag, My Jolly Roger flag, and the Stars and Stripes Upside down. ..
Now you are on the hot seat, tacmo. Flying the Stars and Stripes upside down is NOT a disrespect to the flag, but flying it on the bottom of the stack IS. I know you better than that. Now you have to explain the gold fringe. I'll leave that to you, or we can leave it as an exercise for the student.
When I retired, I was keeper of the quarterdeck replacement flags. National Ensign (stars and stripes), and US Navy Flag with the gold fringe. (beats me, what the heck the gold fringe indicates). When I retired they asked me if I wanted a flag. I said yes, a navy flag. They said, "no can do". WTF !!! 22 years service, and I can't have a Navy Flag? Anyone can buy a nice National Ensign. So when I left, so did a cerimonial US Navy Flag. . If I am fly my flags as I indicated the meaning is thus. . Navy Flag ...... you are dealing with a Navy Veteran. . Gadsen Flag ...... anyone here actually need this explained? I am not happy with the Government. . Jolly Roger ...... No Quarte will be given, and none expected. . National Ensign Upside down ....... My country under duress, and Strong disrespect for the present Government. . All my flags flown in such a manner, you may assume Then I have personally Declared War !!!

Traditionally, the flag may be decorated with golden fringe surrounding the perimeter of the flag as long as it does not deface the flag proper. Ceremonial displays of the flag, such as those in parades or on indoor posts, often use fringe to enhance the beauty of the flag. The first recorded use of fringe on a flag dates from 1835, and the Army used it officially in 1895. No specific law governs the legality of fringe, but a 1925 opinion of the attorney general addresses the use of fringe (and the number of stars) "...is at the discretion of the Commander in Chief of the Army and Navy..." as quoted from footnote in previous volumes of Title 4 of the United States Code law books and is a source for claims that such a flag is a military ensign not civilian. I live in an majority black neighborhood and was questioned repeatedly as to why I fly an American flag. I could only imagine the dumbfounded looks and questions if I were to turn Old Glory upside down. Oh and did you know that flying an American flag makes one a racist? The war flag tucked away for another day though is the Moultrie Flag.
Of course it was a loaded question. It was designed to make people think about where their line in the sand is. And to illicit the meaning of flying a flag. As we can see, there is more ways to protest our government action and to state our intentions than camping out in a park. Great posts!
My apologies sir, in my opinion this administrations actions from day one has rated flying the american flag upside down. I have ceased flying the flag every day. My heart bleeds for where we are at, and where we seem to be going. Quite possibly one of two things are going to happen 20 January 2013, ..... either I will be flying my Amerikan flag upside down daily or I will be flying my American flag with all the respect it is due as normal daily. We shall see. .. . as to my line in the sand ..... National Martial Law. or disappearances of friends with no rhyme nor reason other than being patriots.
