The order includes the great lakes and coastal areas and specifically mentions the law of the sea. I think coastal areas may have already been subject to the law of the sea and the order locks down the great lakes to clear up any ambiguity. JMHO - not a an expert on int'l law.
They have made it so that the maritime jurisdiction extends onto land from every waterway. There is no longer a separation between land and sea. I used to have all of the maritime laws memorized, but I am too tired to look it up for you, besides I am not in a good mood. It's not like this comes as any surprise, it's been this way for decades.
It also firms up the role of the EPA and Homo land Security. Those two are trending towards becoming big catch-all authorities within the Fed. Govt. I'm sure it's by design. Between those two and HHS via the new healthcare bill, you won't be able to urinate without govt. permission.
